Basic Function

Directly responsible for the overall supervision, administration, coordination and evaluation of the human resources department. Assist HR Director in the development and implementation of HR policies and procedures. Primary contact for addressing employee relations concerns and provides training/coaching to supervisors and managers on personnel issues such as performance management, disciplinary matters and policy interpretation.


· Manage all aspects of daily HR functions and provides regular supervision to HR staff.

· Ensures compliance with all federal and state labor laws.

· Actively participates in developing department goals and objectives. Recommends new approaches to effect continual improvements in efficiency of department.

· Assist Director of HR to develop, implement and maintain company policies and procedures. Ensure they are well understood and adhered to by all employees.

· Oversee HRIS and records and compiles various reports. Prime interface with IT department on HRIS issues (Power user).

· Oversee HR content on the Intranet and Internet career page.

· Supervise corporate recruitment and employment process from ad placement to onboarding.

· Gather required information to complete the EEO-1 and Vet-100 reports, as well as OSHA logs.

· Oversee the performance evaluation process and provide guidance to staff. Assist with disciplinary steps as warranted.

· Manage open enrollment process.

· Participate in annual salary surveys with outside vendors.

· Implement annual supervisory and HR-related staff in -service trainings

· Conduct exit interviews and ensure completion of appropriate forms and notifications to state agencies.

· Oversee personnel file maintenance in compliance with applicable requirements. Direct staff in proper procedures.

· Partner with Director of HR in developing and implementing HR Strategic Plan and annual goals.

· Oversee employee wellness initiatives utilizing insurer-sponsored programs for cost effectiveness and employee benefit enhancement.


· Proficiency in Microsoft Office

· Strong communication skills

· Two year of Supervisory experience


· PHR and/or SHRM-CP certification preferred.

· Minimum of 5 years generalist experience and two years of supervisory experience.

· Familiarity of LEAN process improvement and Doc-Star Enterprise.

· Demonstrated competency in human resources practices.

· Strong knowledge of and thorough understanding of federal, state and local employment laws and regulations.

· Exceptional judgement and creativity are regularly required to evaluate results and make decisions.

· Strong communication skills at all levels of the organization.

· Proficiency in Microsoft Office.
