Chief Financial Officer

One Sky Community Services

One Sky Community Services serves Region VIII; one of ten regions in New Hampshire’s nationally acclaimed support system for individuals with developmental disabilities. This system enables individuals who were once placed in an institution to live more independently and pursue satisfying lives in their local communities.

Area agencies contract with the NH Bureau of Developmental Services (BDS) and are subject to state contract agreements and regulations. The agencies are funded primarily by state and federal Medicaid dollars, each one maintaining regional autonomy and local control. At the same time, area agencies share a common vision with the BDS and work closely with it to sustain the community-based system of services.

The Chief Financial Officer is an integral senior-level leader at One Sky. The CFO is responsible for overseeing all aspects of the Finance Department and works with the Chief Executive Officer and other members of the Senior Leadership Team to manage the financial strength and minimize the risks of the organization.


Requirements the CFO:

· Bachelor’s degree in Accounting, Finance, or related degree required.

· A minimum of 10 years’ experience of progressive financial experience with at least 3 years’ experience as a senior financial leader.

· Proven experience in ability to develop and foster a productive and cohesive financial team.

· Demonstrated understanding and knowledge of Generally Accepted Accounting Principles (GAAP). Attention to detail in preparing budgets that accurately reflect the long-term strategic and short-term operating goals of the organization and financial statements that are an accurate representation of the current actual performance of the organization against that budget.

· Excellent analytical skills to be able to interpret financial statements, proactively identify underlying trends and share those with members of the Senior Leadership Team. Strong negotiation and relationship building skills.

· Experience working in a not-for-profit environment.

· Willingness to undergo criminal background check in accordance with all local and state laws.


Overview of Duties

· Prepare and update income, balance sheet and cash flow statements on a monthly basis, consistent with a schedule reviewed with and approved by the Board of Directors

· Present monthly financial statements to the Finance Committee of the Board of Directors.

· Submit monthly financial statements to the New Hampshire Department of Health and Human Services.

· Oversee and ensure that all contractual reporting commitments to the New Hampshire Department of Health and Human Services are being met in a timely basis.

· Assist Chief Executive Officer in evaluating and negotiating budgets with subcontractors.

· Monitor budget and contract status and provide technical assistance to subcontractor agencies in matters of budgeting and accounting.

· Perform annual review/audit of financial records of subcontractors, as necessary.

· Maintain ongoing communication and advocacy with State Liaison concerning financial matters. Assist Chief Executive Officer in negotiating annual budget with same.

· Oversee and manage the organization’s casualty, property, liability, officers and directors insurance programs.

· Recruit, interview, hire, train and develop Business Office staff. Ensure that all staff members’ training is up-to-date.

· Implement, update and maintain training programs, policies and procedures to ensure that all Business Office staff understand and take full ownership of their role as managers of the agency’s finances and stewards of the public’s money.

· Ensure that all Business Office staff understand the mission of One Sky Community Services and have received training about the rights of the individuals and families we serve, the different types of services we provide, the different means by which those services can be delivered and our responsibilities under applicable state and federal laws and regulations.

· Foster and encourage a culture of openness and accountability within the Business Office and between the Business Office and other organizational entities within One Sky.

· Delegate responsibility as necessary and appropriate to all Business Office staff.
