Charitable Gaming Commission

The NH Center for Nonprofits is following the work of the Commission to Study the Effect of Recent Changes Made to Charitable Gaming Laws, Including the Newly Authorized Historical Horse Races. The new commission, included within the last state budget package, is tasked with examining how charities are selected and whether a uniform process should exist; whether the state should implement a limit on the number of charitable gaming locations; and whether charging rent to the charities is necessary. The next meeting is scheduled for December 4, 2023 at 10 am in State House Room 100. Meetings are also available on the NH General Court’s YouTube channel.

 

Senate Charitable Gaming Bill Amended

A 2023 charitable gaming related Senate bill that had been retained by the House Ways and Means Committee was recently amended. Representative Doucette’s “replace all” amendment was recommended ought to pass by House Ways and Means in a vote of 18-1. The amendment creates a permanent moratorium to additional Historic Horse Racing (HHR) licenses and repeals the option for gaming operators to charge rental fees to recipient charities. The bill now heads to the House floor. The NH Center for Nonprofits supports repeal of rents to charities.
