Lakes Region Mental Health Center (LRMHC) is the community mental health center serving Belknap and southern Grafton Counties. We provide services to 24 surrounding towns, and nearly 4,000 patients each year. A non-profit, private corporation founded in 1966, Lakes Region Mental Health Center is governed by a volunteer Board of Directors dedicated to our mission.  We provide integrated mental and physical health care to children, adults, elders and their families who are living with – and recovering from- mental illness and/or emotional distress. Our dedicated professionals provide the highest quality of healthcare and collaborate with many other organizations in the region to improve access to care and meet the mental health needs of the community. By working in partnership with other health care providers, hospitals, law enforcement, corrections, courts, school districts, social workers and public health officials, we are able to provide a continuum of care for our patients and improve the quality of life in the Lakes Region.

Job Summary:

Assist the agency in using technology to meet agency goals. Provide leadership within the Information Technology department. Represent the department throughout the agency. Oversee the operation of agency technology systems including the computer network, EHR system, and phone systems.

Essential Duties/Responsibilities:

· Under the direction of CIO, provide leadership and support to information services staff, assisting in management of daily duties and tasks

· Responsible for planning and organization of projects within the department under guidance of CIO and CEO

· In the absence of the CIO, represent the IT department as acting leader and support administrator

· Work with the EHR administrator to design, implement and maintain the electronic clinical records system

· Responsible for the production and maintenance of IT on-call schedule

· In collaboration with the CIO and CEO, ensure the implementation of IT strategic goals as they pertain to Information Technology across the agency in the strategic plan

· Contributes to the creation of annual IT budget process

· Develops, directs, and maintains all alternate communication systems and services for the agency; coordinating with vendors for adds, moves, and changes related to telephone systems, telephone services, voice mail, faxes, wiring, printing and cellular phone service

· Periodically audit of any hardware systems in need to ensure accuracy and appropriateness of services

· Assists in developing and maintaining required policies, procedures, and documentation as it pertains to Information Technology across the organization under the direction of the CIO

· Act as liaison to the EHR user group ensuring IT is knowledgeable an able to assist in issues related to helpdesk, on call and performance with systems

· Works with the CIO to design, develop, implement, and operate the information systems and data processing applications that support the mission, goals, policies, procedures, and programs of the Agency

· Assists CIO in evaluation and selection of information processing equipment, software, and services that improve the efficiency and performance across the agency

· Reviews requests for data processing products and services

· Demonstrates a thorough working knowledge of all databases in use by the agency

Required Skills/Abilities:

The individual must possess the knowledge, skills and ability noted below or be able to explain and demonstrate how the individual can perform the essential functions of the job, with or without reasonable accommodation, using some combination of skills and abilities.

· Demonstrable, working knowledge of: current industry trends, products, and services in information technology, processing equipment, and software

· Demonstrate knowledge of accepted principles and practices systems analyses, technical support, and operations of various hardware and software platforms local and wide area networks; distributed client/server architectures; relational database management systems design and development; establishment and administration of standards and conventions; implementation and maintenance of graphical user interfaces; software testing and data conversions.

· Knowledge of HIPAA practices as it pertains to privacy and safety of intellectual information

· Demonstrate good communication and organizational skills

· Must hold a valid driver’s license and reliable transportation for company travel between sites

Education and Experience:

· BS in Computer Science, preferably with 3-5 years of experience in an information technology role in a health care setting

· Experience in working in a team environment with oversight of multiple projects and department members
