Description

SCOPE OF WORK: Performs accounting duties relative to the reconciliation and reporting of various restricted funds and with the processing, payment, and recording of grant related expenses. This position shall report to the Director of Sponsored Programs and shall be located at the Community College System of NH (CCSNH) Chancellor’s Office.

ACCOUNTABILITIES:

  • Establishes new restricted fund accounts in Banner, including set up and communication to finance, payroll, human resources, and colleges.
  • Prepares restricted fund financial reports for grantors on a quarterly and annual basis.
  • Assists in preparing restricted fund audit requests.
  • Assists in preparing in-house quarterly restricted fund reports.
  • Serves as the back-up for the Grants Accountant II. Cross-trains on restricted fund reconciliations, invoicing, payables processes including requisitions and calculating payroll transfers from the Grant Personnel Activity Reports, and processing journal vouchers for restricted funds accounts payable.
  • Works with the campus Financial Aid Officers to ensure that reports of grant student awards, not including Foundation student awards, are received in a timely manner throughout the year and reconciles reports to the applicable accounts receivable balance and investigate any discrepancies with the appropriate campus. Prepares and submits the invoice to the New Hampshire Treasurer with all applicable backups.
  • Works with the System Controller to calculate the annual total Unique endowed distribution and communicate to campuses, once received from the state Treasurer, their allocated amounts and enter allocated budget amounts into Banner Finance.
  • Prepares the financial reports to the New Hampshire Treasurer including any additional grant scholarship awards or takebacks.
  • Works with System Controller to prepare and submit the annual eligibility certification for the Unique endowed and Governor’s Scholarship program.
  • Prepares the weekly in-house reporting and annual NHDOE reporting for awarded STEM and CTE scholarships.
  • Other related duties as assigned.

MINIMUM QUALIFICATIONS:

Education: Bachelor's degree from a recognized college or technical institute with major study in accounting or business administration. Each additional year of approved formal education may be substituted for one year of required work experience.

Experience: Two years’ experience in accounting or auditing work, including some experience in a supervisory capacity. Each additional year of approved work experience may be substituted for one year of required formal education.

License/Certification: Valid driver's license or access to transportation for statewide travel.

RECOMMENDED WORK TRAITS: Knowledge of accounting and fiscal principles and procedures and ability to apply knowledge to accounting transactions. Knowledge of the laws and regulations relating to accounting and auditing procedures in the unit concerned. Working knowledge of the general principles of financial administration. Knowledge of budget and budgeting procedures. Knowledge of modern office equipment, practices, and procedures. Ability to interpret and analyze financial statements and to prepare accurate accounting reports and statements. Ability to devise and install accounting methods, techniques, and procedures. Ability to instruct and supervise other clerical and accounting employees. Ability to communicate effectively. Ability to maintain effective working relationships with other employees and the public. Ability to work independently and to exercise proper judgment in decision-making. Must be willing to maintain an appearance appropriate to assigned duties and responsibilities as determined by CCSNH.
