Transportation Services Manager

Granite State Independent Living

Basic Function

Manage transportation for consumers and staff utilizing company vehicles and outside service providers via diverse grant and fee-for-service funding sources. Represent GSIL on various state and regional transportation committees and councils.

 

*Responsibilities

  • Supervise drivers to efficiently match transportation requests with available and affordable rides including dispatching drivers and vehicles, arranging outside service providers, or processing trip reimbursement.  Handle consumer communications regarding transportation requests.   
  • Create and oversee department and program policies & procedures.
  • Work with supervisor to establish department budget, perform cost analysis and maintain records and statistics for transportation.
  • Hire, supervise, evaluate, train and qualify drivers.  Provide guidance & assistance to the Transportation Team relative to billing and situations that require special attention.  Arrange specialized driver training as required.
  • Authorize billing sheets by examining trip logs to ensure the accurate and timely invoicing of funding sources and fee for service customers.
  • Authorize driver payroll and expenses, validate transportation reimbursement requests, reconcile and approve vendor invoices, and prepare monthly and/or quarterly reports.
  • Handle information and referral phone calls that relate to transportation.
  • Manage the preventative maintenance and repairs of fleet vehicles.
  • Monitor vehicle licensing and contract compliance, including with NHDOT, CTS, DCYF and/or Pupil Transportation when applicable. 
  • Responsible for timely reporting to internal and external resources.
  • Manage Medicaid Non-Emergency Transportation Program, including consumer eligibility and qualification process, vendor relations, compliance, appropriate bidding on transportation requests, and Medicaid billing.
  • Participate as a member of the Central NH Transportation Management Council, Cooperative Alliance of Regional Transportation, Governor’s Task Force on Transportation, the Committee for Public Transportation in the North Country and the New Hampshire Transit Association as deemed appropriate. Report to supervisor on above matters impacting GSIL.
  • Seek opportunities for growth, especially in fee-for-service transportation
  • Coordinate efforts with local community, state, and private agencies to develop and expand accessible transportation services.
  • Meet all requirements, including holding a valid US DOT Medical Certificate, to be able to drive any vehicle in the GSIL fleet for maintenance, emergencies and/ or as requested by supervisor.

Education/Training/Experience

Minimum of a high school education with Associates degree preferred. Strong interpersonal skills and ability to coordinate organize and work well with others.  Excellent oral and written communication skills.  Demonstrated ability to present and understand program record keeping, budgets and financial information.  Direct experience with transit operations and route efficiency. 

 

*Physical Demands

While performing the duties of this position, the individual is regularly required to sit, use a computer, a telephone, and other office equipment and to move throughout the building and attend outside meetings.  Employee may occasionally need to exert up to 20 pounds of force to lift carry, push or otherwise move objects (e.g. tools, files or presentation materials).

This position requires the ability to express or exchange ideas and to comprehend and present detailed and critical information including but not limited to financial information.   Exceptional judgment and creativity are regularly required to evaluate results and make decisions.
