Workforce Development and Recruitment Coordinator

Bi-State was founded in 1986 as a 501(c)(3) nonprofit, nonpartisan charitable organization with offices in Bow, NH and Montpelier, VT. The intent of this position is to be based in Bow, NH. Our Mission is to promote access to effective and affordable primary care and preventive services for all, with special emphasis on underserved populations in Vermont and New Hampshire. We support Community Health Centers to provide access to primary health care services including medical, oral, mental, and behavioral health care, treatment for substance use disorder, and community support services.  We work with federal, state, and regional health policy organizations and policymakers, foundations, and payers to develop strategies, policies, and programs that promote and sustain community-based, primary health care services. We provide advocacy, technical assistance, provider recruitment, education and training, and resource and information services.

Bi-State Primary Care Association seeks an energetic, self-starter to join our mission-driven team. The Workforce Development and Recruitment Coordinator will be responsible for activities related to workforce development and recruitment of primary care providers with emphasis on behavioral health and substance use disorder clinicians. Join us to work with organizations and agencies in the state with current and projected vacancies, as well as with organizations such as the Bureau of Maternal and Child Health, the Office of Rural Health and Primary Care, the Office of Medicaid Business and Policy and other key stakeholders in the design and implementation of strategies to develop, recruit and retain this essential workforce.


Required skills include strong oral and written communication skills; strong interpersonal skills; a high level of independence; and the ability to provide accurate, timely reports. The ideal candidate will have a bachelor’s degree in related field and knowledge of primary care, behavioral health and/or substance use disorder workforce, provider certification and training programs and recruitment and retention strategies. Preferred experience includes three (3) to five (5) years of relevant project and grant management experience.
