Community Action Partnership of Strafford County

Community Action Partnership of Strafford County is a 501(c)(3) private nonprofit organization established in 1965 under the provisions of the Equal Opportunity Act of 1964. We work with community, state and federal partners to assist children, families, low-income and elderly residents with their efforts to become or remain financially and socially independent through a variety of coordinated programs. Without the services provided by our agency, many local residents would be without a means to provide for their basic needs, including food, education, child care, utilities assistance, transportation, shelter and access to other services.

General Description:

Responsible for examining program applications to determine and certify their eligibility.

Education and/or Experience:

  • High School diploma or GED

Preferred Experience:

  • Experience working with the general public, particularly the elderly, disabled and, low-income population.
  • experience with social /community services or related field a plus
  • The ability to speak a second language is a plus.

Required Skills and Abil:

  • Will have advanced training /experience with the intake process, rules and regulations as well be very detail oriented.
  • Staff must have the ability to work with clients and co-workers in a professional, confidential, and respectful manner.
  • Possess good verbal and written communication, math, data entry and, interviewing skills.
  • Proficiency with computers and basic programs required.
  • Must have the ability to work as part of the outreach team, keep cordial relations with co-workers and have the ability to adjust to changing procedures.
  • Possess the ability to work efficiently and rapidly with minimal supervision under heavy pressure.
  • Be physically able to sit at a computer for long hours during the day.
  • Reliable transportation is necessary.

Essential Duties and Responsibilities:

  • Reviews fuel applications to certify proper completion and accuracy:
  • Determines application is properly documented.
  • Certifies that appropriate program criteria were applied, and that application information is correct.
  • Certifies a minimum number of applications each day, typically 25 per day.
  • Completes daily activity logs
  • Works directly with intake/outreach workers to answer questions.
  • Delivers direct customer service as needed.
  • Returns client phone calls in a timely fashion.
  • Order’s emergency deliveries as needed.
  • Works directly with intake/outreach workers to answer questions and assist as needed, to ensure the completeness and accuracy of applications.
  • Assists other staff by taking applications.
  • Provides coverage for the Fuel Outreach Offices as needed.
  • Provides outreach to the community with information about the programs.
  • Available for occasional evening and Saturday hours.
  • Presents professional and positive image as a representative of CAPSC.
  • Maintains professional boundaries with all current, past, and prospective clients.
  • Maintains the confidentiality of clients and staff, in accordance with CAPSC policy and procedures.
  • Abide by all CAPSC Safety policies and procedures.
  • Perform other related duties as assigned.

Communication Skills:

  • Be able to communicate effectively with staff, and clients on a regular basis.
  • Good communication skills and ability to follow verbal and written instructions.
  • Ability to read, write, and communicate instructions.

Employment Screening:

Valid Driver's License and insured vehicle (100/300 minimum coverage) for use on the job or acceptable alternative, driving record check, criminal record check, randomized drug screening.

Head Start, Early Head Start, Childcare, and Home Visiting Programs are also subject to the following: Head Start and childcare licensing requires a criminal record check and finger printing to be completed prior to employment. An initial physical examination record must be obtained within 60 days of hire, updated every three years, and kept on file with Human Resources. An initial driving record check will be conducted. License information will also be submitted to the agency’s automobile insurance carrier.

An initial physical examination record, including a TB screening must be obtained within 60 days of hire, updated every three years, and kept on file with Human Resources.  If a TB screening indicates high risk, results of a TB test must be kept on file including any treatment received. An initial driving record check will be conducted. License information will also be submitted to the agency’s automobile insurance carrier.

Sign On Bonus: Now offering a $500 sign-on bonus! To be eligible for the sign-on bonus, applicants must have started their position on or after 7/12/2021 or have accepted a position no later than 8/31/2021. The Sign-on bonus will be structured in two, gross, equal lump sum payments. The first payment of $250 will be issued after the 90-day introductory period is completed. The second payment of $250 will be issued after successful completion of 180 days. CAPSC reserves the right to withhold sign-on bonus payments due to potential job performance concerns.
