Health Policy Advisor

Bi-State Primary Care Association

Bi-State was founded in 1986 as a 501(c)(3) nonprofit, nonpartisan charitable organization with offices in Bow, NH and Montpelier, VT. The intent of this position is to be based in Bow, NH (temporarily remote work at home). Our Mission is to promote access to effective and affordable primary care and preventive services for all, with special emphasis on underserved populations in Vermont and New Hampshire. We support Community Health Centers to provide access to primary health care services including medical, oral, mental, and behavioral health care, treatment for substance use disorder, and community support services.  We work with federal, state, and regional health policy organizations and policymakers, foundations, and payers to develop strategies, policies, and programs that promote and sustain community-based, primary health care services. We provide advocacy, technical assistance, provider recruitment, education and training, and resource and information services.

Bi-State Primary Care Association seeks an energetic Health Policy Advisor to join our mission-driven team. The position is responsible for research and analysis of national public policy priorities, relevant federal bills, legislation, and regulation.  Join our team to identify strategic business and funding opportunities, interpret and analyze data in support of influencing and formulating legislative or policy strategies, write grants and funding proposals, and prepare written documents. The Health Policy Advisor will advise on the impact of proposed national changes on primary care and preventive services, public health, health centers, and the people of Vermont and New Hampshire. 


Required skills include strong oral, written, and interpersonal communication skills.  Also, the ability to conduct research, interpret data, and apply as needed to varying uses. The ideal candidate will have a bachelor’s degree or master’s degree in health-related related field, public policy or public health. Preferred experience includes three (3) to five (5) years of relevant work experience, knowledge of Federally Qualified Health Centers, and grant writing experience.
