Education and Skills Training Manager

International Institute of New England

The mission of the International Institute of New England (IINE) is to create opportunities for refugees and immigrants to succeed through resettlement, education, career advancement and pathways to citizenship. One of the oldest and largest human services organizations for New Americans in the region, IINE serves more than 2,500 people each year in Boston and Lowell, Massachusetts, and Manchester, New Hampshire. Our programs include case management, youth and family services, English for Speakers of Other Languages (ESOL), employment and skills training, and immigration legal services.

The Education and Skills Training Manager is responsible for integrating and scaling education and job skills training programming at IINE’s Manchester site. This position manages IINE-Manchester’s Education and Skills Training programs, including English as a Second Language (ESL), Integrated English Literacy and Civics Education (IELCE), and healthcare job training (LNA), and is responsible for program and contract oversight and performance. This position will recruit and manage staff, monitor and evaluate program performance, ensure compliance with contractual obligations, maintain and grow program partnerships, and represent the program and IINE-Manchester externally, working in close collaboration with the Managing Director and other departmental Managers.

  • A demonstrated interest in the mission of the organization; experience working with immigrants and refugees preferred.
  • MA in Education required; TOEFL certification preferred.
  • At least 5 years of adult education including teaching experience in ESOL (required) and job skills training (preferred).
  • Demonstrated experience managing and scaling adult basic education programming.
  • Minimum of two years of experience supervising staff members and providing formal performance evaluations.
  • Minimum of two years of experience managing quantitative and qualitative reporting for multiple contracts
  • Proven curriculum design and revision experience, with an emphasis on curriculum design for adult English Language Learners.
  • Certification and previous experience administering standardized tests such as TABE Clas-E, TABE, etc.
  • Strong writing and computer skills (Word, Excel, PowerPoint and Access) with demonstrated experience preparing reports
  • Extremely well organized, detail oriented, flexible, and able to manage multiple tasks simultaneously
  • High-levels of discretion and maturity in dealing with confidential information
  • Bilingual/bi-cultural candidates are encouraged to apply; relevant languages include Swahili, Kinyarwanda, Russian, Spanish, and Arabic among other languages.
  • Position requires working a flexible schedule that includes day and evening hours
  • Recruit, manage, and oversee the activities of all Education and Skills Training program staff, interns, and volunteers:
    • Establish goals and manage all supervisees to established performance targets
    • Develop and implement training around best practices in ESL, IELCE, and Skills Training
    • Supervise program operations for all components of the Education and Skills Training programs including ESL, IELCE and LNA training.
    • Plan and lead administrative and program planning meetings.
    • Oversee curriculum design and revision for all Education and Skills Training programs, including program under development.
    • Train instructional staff and build professional development plans that reflect staff needs, contractual regulations, and program needs; convene three annual Professional Development weeks for instructional staff.
    • Evaluate language and skills training classroom teaching and conduct formal and informal class observations to provide feedback.
    • Responsible for all program-related data entry, including that of supervisees.
  • Direct and manage processes related to student recruitment and enrollment, intakes and assessments, program and classroom schedules, student orientation, program activities, instructor assignments, and substitute teacher assignments
  • Instruct Education and/or Skills Training classes as necessary/assigned (average of 14 teaching hours/week)
  • Oversee “coaching” activities for clients seeking to advance educational and career goals; provide guidance on “coaching” models and tools.
  • Manage and monitor required documentation and reporting for all contracts/programs and ensure that program is in complete compliance with state and contract guidelines.
  • Assess, evaluate and improve program effectiveness and outcomes to ensure responsiveness to participants’ needs. 
  • Represent the organization at meetings, conferences, and other events.
