Community Action Partnership of Strafford County is a 501(c)(3) private nonprofit organization established in 1965 under the provisions of the Equal Opportunity Act of 1964. We work with community, state and federal partners to assist children, families, low-income and elderly residents with their efforts to become or remain financially and socially independent through a variety of coordinated programs. Without the services provided by our agency, many local residents would be without a means to provide for their basic needs, including food, education, child care, utilities assistance, transportation, shelter and access to other services.

General Description:
The Outreach and Enrollment Coordinator is responsible for coordinating outreach in the community and recruiting eligible families for participation in all programs under the Child and Family Services Department, including Head Start, Early Head Start, Early Head Start Child Care Partnership, Farmington Children’s Center and the state funded Home Visiting programs.

The Outreach and Enrollment Coordinator oversees the determination of eligibility, selection and enrollment of children and families into the Head Start Programs and the other Child and Family Services programs as needed.

• Bachelor’s degree or higher in a human services related field, marketing field or related.
• A combination of human services, marketing or community outreach experience or education will be considered.
• Experience working with low income families and connecting them to services.
• Experience with community outreach.
• Experience with utilizing social media for outreach is preferred.
• Prior experience and knowledge of Head Start programs and/or non-profit agencies is strongly preferred.
• Intermediate to advanced computer literacy including: database management, data entry and reporting, Microsoft Word, Excel and Outlook.


Recruitment and Outreach:
All CFS Programs:

• Coordinates all outreach and recruitment efforts for Child and Family Services programs to ensure full enrollment at all times.
• This includes running some of the events and having flexibility to do so occasionally during evening and weekend events.
• Reviews and updates the annual recruitment plan and schedule and policies and procedures related to eligibility, selection, enrollment and outreach/recruitment.
• Tracks all outreach and recruitment events and analyzes outcomes of each event as part of the annual recruitment plan.
• Ability to utilize social media as an outreach tool to engage the community and families.
• Develops strong community relationships to strengthen outreach opportunities to eligible families.
• Provides community education and information sessions about Child and Family Services programs and CAPSC programs (in collaboration with the CAPSC Advancement Department).
• Provides training to Child and Family Services staff on completing program applications and engaging the community in the outreach and recruitment process.
• Engage in regular contact and collaboration with the Head Start Management Team and Coordinators, Home Visiting Manager for state funded programs and the Farmington Children’s Center Director to ensure full integration of programs in recruitment and outreach planning.
• Collaborate with the CAPSC Advancement Department to ensure all outreach methods and materials are in line with agency expectations.
Eligibility, Selection and Enrollment:
Head Start and State Funded Home Visiting:

• Processes applications, verifies and tracks eligibility of families based on applicable state and federal regulations.
Head Start Programs Only:
• Conducts follow-up with families to ensure eligibility.
• Utilizes data systems for data entry of child and family applications, waitlists, program transfers, withdrawals, income status of families and other data as it relates to eligibility and enrollment.
• Coordinates with the Disabilities and Mental Health Services Coordinator to ensure that 10% of total enrollment is reserved for children with disabilities.
Monitoring and Reporting:
All CFS Programs:
• Maintains, monitors and reports to Policy Council, Board of Directors, Child and Family Services Director and Management Team on enrollment, vacancies and wait lists.
• Coordinates with the Home Visiting Manager and FCC Director to obtain this information for monthly report.
Head Start Programs Only:
• Utilizes database reporting features to run reports as requested by the CFS Director and Management Team.
• Provides training to Head Start staff on accurate data entry into the program database.
• Initiates and assists with the Program Information report data collection.
• Regularly reviews enrollment files for the Head Starts programs and audits the files with the Family Services Manager throughout each program year.
