HNH Foundation Contract to Create Marketplace Outreach and Enrollment Plan

While the NH Health Insurance Marketplace established by the Affordable Care Act will begin enrollment on October 1, 2013, its existence alone will not be enough to ensure that the uninsured will gain health insurance coverage. Outreach and enrollment will be critical so that 1) NH residents are aware of the availability of coverage offered through the Marketplace, 2) they visit the Marketplace to review their options, and 3) they understand the options in order to select the one that best meets their needs.

Current Outreach and Enrollment Efforts are Uncoordinated 

The NH Legislature's Joint Fiscal Committee tabled the grant award from the federal government for outreach and enrollment activities, leaving little to no ability to coordinate the efforts of NH organizations and agencies to assist people in need of insurance coverage through the Marketplace.

In response to this urgent need, the HNH Foundation has contracted with the Community Health Institute (CHI) to develop a Plan for Outreach and Enrollment for the NH Insurance Marketplace. Working closely with the NH Health Plan, CHI is responsible for analyzing uninsured data, documenting all current and planned activities, engaging stakeholders and developing a plan that addresses gaps in outreach and enrollment. CHI was chosen for their proven track record in successful, large scale planning efforts, including the development of the initial Healthy Eating Active Living (HEAL) Action Plan.
