About the Job
GENERAL DESCRIPTION
The Data & Quality Manager is an integral part of the Early Care and Education Management Team. Under the supervision of the Ealy Care and Education Director, and in accordance with related Head Start Performance Standards and other regulatory agencies, he/she is responsible for the collection and analysis of program data, ongoing program monitoring to ensure efficient operation and compliance with the Head Start Performance Standards.
EDUCATION and/or EXPERIENCE
- Minimum of a Bachelor’s Degree in Human Services, Education, Public Health or related field, Master’s Degree preferred.
- At least three (3) years of related experience in program oversight of services to families with young children, including at least two (2) years supervisory experience.
- Experience with state contracting, program monitoring, and data management.
- Advanced computer literacy including: Excel, Word, Outlook and database systems.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Develop and implement systems for continuous monitoring of Head Start, Early Head Start and Child Care operations to ensure compliance with Head Start Performance Standards, Program Operating Plan and Policies and Procedures.
- Collect, analyze and support the use of data in decision-making.
- Update monitoring plan, policies and procedures and forms as needed in collaboration with Content Area Managers and Supervisors.
- Support the Program Nurse to ensure all health, mental health and nutrition mandates are met.
- Conduct quarterly child file reviews within specified timeframes, report areas of strength, concern and corrective action required to Content Area Managers and Supervisors.
- Provide technical assistance to ensure that any concerns requiring corrective action are completed within specified timelines.
- Review data management system (Child Plus) for accuracy. Work collaboratively with Content Area Managers and Supervisors to ensure sufficient and accurate data is maintained by staff within Child Plus.
- Utilize reporting systems to analyze data and respond to trends in the delivery of quality services.
- Work with Human Resources to ensure all Early Care and Education employee and parent substitute files maintain required information.
- Ensure annual inventory of HS/EHS/Childcare property and equipment is completed.
- Review program in-kind on a monthly basis to ensure compliance with federal requirements.
- Lead annual self-assessment process including corrective action planning and follow-up.
- Support Site Supervisors to ensure all centers are fully licensed and any findings are addressed quickly.
- Collaborate with the Workforce & PD Supervisor to ensure classrooms are engaging in Practice-based Coaching and relevant professional development activities.
GENERAL RESPONSIBILITIES
- Represent and support Early Care and Education Programs through collaboration with local community agencies and professional organizations.
- Participate in regular planning meetings with the Early Care and Education Director and Management Team.
- Maintain a library of resources, such as articles, publications and videos for training and circulation purposes.
- Provide direct input and assistance in writing funding applications as it pertains to programmatic functions. Provide input to budget development.
- Participate in the interviewing and selection of staff.
- Prepare monthly written report for Director.
- Participate in the annual PIR.
- Review and revise forms, program operating plan, policies and procedures and Parent Handbook in collaboration with Managers and Supervisors at a minimum annually.
- Attend all meetings and/or conferences as assigned (community, state, regional, and national).
- Work with the management team on various program projects.
- Other duties / special projects as may be assigned.
