About the Job
Title: Vice President, State Government Relations
Reports to: President
Purpose: Provides strategic direction for NHHA staff and members in the analysis and development of state government policy and is responsible for the overall management and advocacy of NHHA’s board approved state legislative agenda.
FLSA Status: Full-time/Exempt/Salaried
Essential Duties and Responsibilities:
• Serves as primary lobbyist for NHHA in all state government relations work.
• Functions as NHHA’s primary contact with leaders and members of the New Hampshire General Court.
• Advises NHHA staff and members on all state legislative and regulatory matters impacting hospitals and works with the NHHA President and Board of Trustees, the NHHA Advocacy Task Force and other hospital representatives to obtain feedback on proposed policy changes.
• Builds and maintains strong relationships with the legislative and executive branches and guides and grows the association’s interactions and grassroots efforts with state leaders.
• Leads the identification, analysis, tracking, and response to all legislation and regulations of relevance to hospitals, with support from other NHHA staff as needed.
• Drafts and delivers testimony, as necessary, in legislative hearings, public meetings, and other applicable forums.
• Creates and disseminates messaging on all NHHA state government relations priorities.
• Assists the NHHA President in the annual process for gathering member input and developing the state legislative agenda for review and approval of the NHHA Advocacy Task Force and the NHHA Board of Trustees.
• Manages internal state government relations department and coordinates with the NHHA contract lobbyists to ensure NHHA’s advocacy goals are met.
• Coordinates with and/or participates in relevant stakeholder coalitions on topics of mutual political interest.
• Oversees content development for NHHA government relations publications and related materials.
• Provides input in the development of the NHHA advocacy budget.
• Provides research and analysis to NHHA members and seeks input from NHHA members on issues and topics related to legislation and regulations.
• Supervises State Government Relations Assistant.
Required Qualifications:
• Bachelor’s Degree required, ideally health management, political science, business management or another related field. Graduate degree preferred.
• Minimum 5 years’ experience working in government relations, including private sector lobbying and/or experience in the executive branch or New Hampshire General Court, is required. Specific government relations experience in the healthcare industry is preferred.
• Must be readily available during the legislative session to respond to any issues that arise.
• Computer skills including proficiency in Microsoft Office and internet-based applications.
• Strong relationships with New Hampshire government officials and key stakeholders highly desired.
• Excellent organizational skills and meticulous attention to detail.
• Excellent oral, written communication and presentation skills.
Physical Requirements:
• Prolonged periods of sitting at a desk and working on a computer.
• Must be able to lift up to 15 pounds at times.
Travel Requirements:
• Travel may include in-state and out-of-state locations with occasional overnights, the frequency of which may vary depending on job requirements.
• Must be able to drive an automobile and maintain a valid driver’s license and appropriate automobile insurance coverage as required by NHHA policy.

This position is office based in Concord, NH with hybrid work arrangement options. The hiring range is $95,000-$120,000.
