Portsmouth Housing Authority

The mission of the Portsmouth Housing Authority is to be the leader in making quality affordable housing available for low and moderate income members of the community and to accomplish this mission by being a fiscally responsible, creative organization committed to excellence.

Portsmouth Housing is made up of two entities: the Portsmouth Housing Authority (PHA) and an affiliated nonprofit organization, PHA Housing Development LTD. Portsmouth Housing owns and manages 11 properties in the City of Portsmouth as well as a Housing Choice voucher program.

In August of 2018, Portsmouth Housing received our final land-use approvals by the City of Portsmouth to construct a new 64-unit workforce housing project in the heart of downtown.  The Court Street Workforce Housing was then granted a coveted reservation of 2019 Low Income Housing Tax Credits, which will provide $7.5 million in equity investments.   This ambitious project has also received the largest Federal Home Loan Bank of Boston Affordable Housing Program award in the state in 2019,  and has also received a State of New Hampshire tax credit award from the New Hampshire Community Development Finance Authority.

This will be the largest expansion of permanently affordable housing in the city in nearly 50 years.   When complete, the project will house people in Portsmouth who make less than 80% of the area median income.  Covenants in place will assure these apartments are kept permanently affordable.   The project will have significant economic development benefits and is walkable to thousands of jobs in the heart of Portsmouth’s thriving downtown.
