Program Manager, Workforce

Bi-State Primary Care Association

Bi-State was founded in 1986 as a 501(c)(3) nonprofit, nonpartisan charitable organization with offices in Bow, NH and Montpelier, VT. The intent of this position is to be based in Bow, NH. Our Mission is to promote access to effective and affordable primary care and preventive services for all, with special emphasis on underserved populations in Vermont and New Hampshire. We support Community Health Centers to provide access to primary health care services including medical, oral, mental, and behavioral health care, treatment for substance use disorder, and community support services.  We work with federal, state, and regional health policy organizations and policymakers, foundations, and payers to develop strategies, policies, and programs that promote and sustain community-based, primary health care services. We provide advocacy, technical assistance, provider recruitment, education and training, and resource and information services.

Bi-State Primary Care Association seeks an energetic Program Manager, Workforce to join our mission-driven team. This new position is responsible for managing the development and implementation of workforce initiatives that sustain, strengthen, and enhance access to comprehensive primary care including medical, mental health, substance misuse, and oral health services. 

The Program Manager will work with the Workforce Development and Recruitment team to analyze state and federal workforce policies and opportunities, build and maintain relationships with funders and stakeholders, identify funding opportunities, develop concepts, contribute to the writing of grant applications and reports.  This includes the management of existing and new workforce initiatives, training and technical assistance, grant and budget management, contractor and sub-recipient management, and compliance.


Required skills include strong oral, written, and interpersonal communication skills. The ideal candidate will have a four (4) years of college. Preferred experience includes three (3) to five (5) years of management experience and knowledge of health care environment, workforce training, development, and recruitment.
