I was asked to facilitate what became a 1 and 1/2 year process to facilitate a public discussion on the payment in leiu of taxes being paid by the US Fish and Wildlife Service, Umbagog National Wildlife Refuge to the surrounding towns of Errol, NH and Upton and Magalloway Plantation Maine.  This required all the political congressional offices, Coos County and Oxford County legislative delegations,  local selectman, and members of the public to come to a level of agreement on how to proceed as diminishing resources were available from the federal government. 

Higher levels of planning and communication between all parties was a positive outcome and a better understanding of challenges going forward continues.
