Shelter Manager

Community Action Partnership of Strafford County is a 501(c)(3) private nonprofit organization established in 1965 under the provisions of the Equal Opportunity Act of 1964. We work with community, state and federal partners to assist children, families, low-income and elderly residents with their efforts to become or remain financially and socially independent through a variety of coordinated programs. Without the services provided by our agency, many local residents would be without a means to provide for their basic needs, including food, education, child care, utilities assistance, transportation, shelter and access to other services.

General Description

Full-time; Manage Direct Service staff, work with homeless individuals, and other related parties that are involved in operating the shelter. Enforce shelter rules and regulations, ensure a safe and respectful shelter environment.

Education and/or Experience

Bachelor’s degree with major in Social Work, Sociology, Psychology, or Guidance and Counseling preferred. An individual with an associate degree and a minimum of four years’ experience working with Housing or similar programming may apply.

Duties and Responsibilities

  • Hire, train, supervise, and schedule Direct Service staff
  • Conduct annual performance reviews for Direct Service staff
  • Work with Program Director to identify and schedule staff training opportunities
  • Conduct regularly scheduled Direct Service staff meetings at various times to include all shifts
  • Maintain adequate staff coverage 24/7/365 to ensure the safety and welfare of shelter residents
  • Participate in on-call schedule for after hours and weekend consultation, and/or cover direct care shifts if necessary
  • Enforce shelter policies and procedures as well as resident rules
  • Work together with Facility Manager and custodial staff to ensure all shelter spaces are clean, set up and prepared for each new arriving resident
  • Act as primary liaison to the Coordinated Entry Program and oversee bed assignments and referrals
  • Manages behaviors in a milieu that are often disruptive, aggressive, and territorial, and contributing to innovative behavioral care plans to address root causes of behaviors, limit punitive interventions, and have specific outcomes as goals.
  • Mediates conflicts, provides de-escalation and crisis intervention, and models appropriate problem solving.
  • Respond to resident and community grievances and concerns
  • Investigate and resolve internal resident incident reports
  • Support the work of case management staff, partner agencies, and on-site service providers as needed
  • Work with the Program Director and other staff to ensure regulatory compliance
  • Support volunteer activities and donor relations and interactions
  • Work alongside and perform all duties assigned to Direct Service staff
  • Responsible for housing assistance programs to assure compliance with federal and program standards and guidelines and keeping expenditures within budgetary constraints.
  • Answer telephone, providing accurate and reliable information, making referrals as appropriate, and following up as required.
  • Maintain data and prepare reports of services as required.
  • Develop and maintain a multi-county computerized database of information about community services and programs for housing assistance.
  • Perform financial duties to ensure program compliance.
  • Travel to and participate in various information sharing/gathering meetings.
  • Identify clients who are unsheltered homeless through direct street outreach activities and through reports/referrals from shelters, police, churches, town welfare officers, human service providers and others. 
  • Responsible for hiring shelter staff
  • Individual will oversee and supervise employees.
  • Consistently uses interpersonal skills that are appropriate for individual styles, personalities, cultures, the nature of the work, and the environment in which the work is being done
  • Work closely with Homeless Outreach staff to identify homeless clients who are eligible to obtain shelter and/or housing 
  • Take appropriate action to deal with homeless emergency situations. 
  • Assist homeless with obtaining transportation to shelter or services. 
  • Supervise determination of client eligibility for specified services.
  • Respond as appropriate to emergency situations and complaints.
  • Participate in the team approach to planning and problem solving.
  • Other activities as needed to ensure the success of the program.
  • Other duties as assigned by the Program Director.

Supervisory Responsibilities

  • Oversee the hiring of Direct Service staff

  • Speak to community groups to explain and interpret agency purposes, programs, and policies. 
  • Monitor and evaluate program compliance and procedures in accordance with relevant funding streams and CAP policies in coordination with the DPO and Contracts and Data Quality Manager.
  • Act as a resource to agency staff and other community programs regarding the interpretation of program-related federal, state, and county regulations and policies related to community services programming.

Employment Screening

Valid Driver's License and insured vehicle (100/300 minimum coverage) for use on the job or acceptable alternative, driving record check, criminal record check, randomized drug screening.
