Keene Housing

Since 1965, Keene Housing has provided housing assistance and supportive services to thousands of low-income elderly, disabled and working families in New Hampshire’s picturesque Monadnock region.  With 36 staff members and an annual agency budget of approximately $15 million, Keene Housing owns or operates approximately 550 units of housing, administers over 780 Housing Choice Voucher (HCV) rental subsidies and operates several supportive service programs.

Keene Housing’s commitment to creative policy and program design has made it a national model for innovation in affordable housing development and management. Keene Housing was one of 12 high performing public housing authorities (PHAs) admitted into HUD’s Moving to Work (MTW) demonstration program in 1999.  Since then, Keene Housing has leveraged MTW to comprehensively redesign its HCV program, convert its public housing portfolio to privately financed, project based affordable housing and create new programs focusing on particularly vulnerable populations including domestic violence victims, disabled residents and homeless families.


Keene Housing is seeking a Director of Housing who is responsible for managing Keene Housing’s owned and managed properties. Keene Housing’s portfolio includes approximately 550 units of Low Income Housing Tax Credit, USDA Rural Development, HUD Project Based Section 8, Project Based Voucher, HOME, residential units and several commercial properties.  The Director of Housing is a key member of the senior leadership team, providing both strategic and operational guidance and hands-on implementation. 

Essential Duties of Director of Housing 

  • Responsible for all activities associated with the day-to-day operation of Keene Housing’s USDA Rural Development, HUD Project Based Section 8, Project Based Voucher, Low Income Housing Tax Credit, HOME and commercial properties including property management and the coordination of admissions and occupancy. 
  • Plans, organizes, delegates and manages the activities of Keene Housing’s housing portfolio to ensure high quality, safe and sanitary housing for Keene Housing residents.
  • Ensures and monitors compliance with governing agencies’ and investors’ rules, regulations and reporting requirements.
  • Maintains policies, procedures and reports necessary to track management indicators with the goal of maintaining the highest levels of portfolio performance. 
  • Manages a department of 7 staff; identifies training needs, recommends effective personnel actions and evaluates job performance.
  • Ensures strict adherence to Federal Fair Housing laws and Section 504 of the Rehabilitation Act. Updates and executes fair housing marketing plans as required and acts as one of Keene Housing’s 504 Coordinators.
  • Represents Keene Housing on local, regional and national coalitions, boards and committees. 
Requirements:

Qualified applicants must have a Bachelor’s Degree in Business Administration, Public Administration, Economics or a related field and a minimum of 5 years in a management/supervisory capacity directly related to property management.  Experience in and knowledge of affordable housing, low income tax credit programs, HUD rules and regulations is required. 

The Director of Housing must demonstrate sound technical skills, analytical ability, good judgment and strong operational focus. Candidates must be able to relate to people at all levels of an organization and possesses excellent communication skills.

Compensation and Benefits
• $70,000 - $80,000 depending on experience
