New Hampshire Fiscal Policy Institute

The New Hampshire Fiscal Policy Institute is a new, independent, nonprofit and non-partisan policy center dedicated to providing timely and objective analysis of state and local budget and tax policy issues, and to the design and promotion of policies and practices that address identified fiscal policy issues. 

The “Institute” will provide analyses of short as well as longer term budget and revenue trends, proposals, policy options, and opportunities in order to promote stakeholder education, public discussion, and informed action. 

The Institute will seek to advance fiscal policies that expand economic opportunity for all New Hampshire residents, with a special focus on low and moderate income households.

The Institute will provide the full spectrum of budget and tax stakeholders – policy makers, advocates, the media, and the public at-large – with a knowledgeable and respected source of information and perspective concerning fiscal policy issues and policy development.
 
The Institute will participate with a national network of similar state-based organizations as part of the State Fiscal Analysis Initiative, with the support and direction of the Washington, DC based Center on Budget and Policy Priorities.

Description:

The Executive Director will be responsible for overall leadership of the organization as well as leading, coordinating and implementing projects relative to budget and tax policy analysis and policy development. The Director will oversee a small staff, be the primary spokesperson for the organization, organize and lead fund development efforts, communicate with a governing board and otherwise administer the organization. The Executive Director will work with and be accountable to a Board of Directors.

Requirements:

Education: A graduate degree in business administration, economics, public policy, law or social services, or commensurate career experience.
 
Skills: Excellent written and oral communication skills; public policy / fiscal policy expertise; the ability to synthesize complex concepts into clear and articulate policy briefs, strong analytical skills; experience in public speaking and presentation.
 
Experience: Fiscal / financial and/or policy analysis; legislative and/or fiscal budgetary experience; knowledge of the legislative and budget and state fiscal processes; demonstrated capacity to work collaboratively with policy makers / legislators, advocacy groups, and the media; managerial and organizational development experience.
 
Personal: A commitment to social and economic justice; proven leadership skills and the ability to think strategically; creative and entrepreneurial spirit; the ability to work collaboratively with a small but skilled and highly motivated staff.

The Institute’s office will be located in Concord, with occasional out of state travel required.

Responsibilities:

Specific responsibilities include:

  • Planning, overseeing and/or participating in research activities of the Institute.
  • Analyzing state budget and revenue proposals and opportunities, and developing policy options and recommendations.
  • Representing the Institute before policy makers, stakeholders, the public, and the media.
  • Engaging in select and targeted advocacy, as appropriate.
  • Working collaboratively with constituency and advocacy groups.
  • Overseeing the communication and publication activities of the Institute
  • Developing and overseeing an annual budget
  • Developing and implementing a fund development plan.
  • Hiring and developing a support staff with emphasis on research and communications skills.
  • Working closely with the governing board in the development and implementation of a strategic work plan.
